Manual scheduling and phone-based dispatching cause delays
Running a Non-Emergency Medical Transportation (NEMT) service means juggling dispatch, drivers, billing, compliance, and patient care often across disconnected systems. Off-the-shelf software rarely adapts to Medicaid rules or your unique workflows.
At Mindbowser, we develop custom NEMT software that integrates scheduling, routing, billing, compliance, and reporting into a single platform tailored to your business. And because you own the source code and IP, you’re never locked into a vendor.

Manual scheduling and phone-based dispatching cause delays

Billing errors and claim denials due to missing documentation

No GPS visibility into drivers or rides in progress

Struggles to meet HIPAA, Medicaid, DOT, and ADA compliance requirements
What we build. Mindbowser builds custom, EHR-connected NEMT platforms: Medicaid billing, dispatch, and FHIR/HL7 integration with Epic, Cerner, and athenahealth. Deep EHR integration is something off-the-shelf NEMT tools don’t do.
What operators tell us. A New York Medicaid NEMT operator came to us to replace third-party billing software, fighting prior-authorization timing, GPS-to-billing reconciliation, real-time eligibility, and denial leakage. These are the gaps custom software is built to close.

Automated scheduling for recurring and on-demand rides. Faster booking, fewer no-shows.

Real-time driver visibility, optimized routes, and improved on-time performance.

Medicaid-ready billing workflows with eligibility checks and audit logs.

HIPAA-compliant data handling, DOT/ADA tracking, and audit-ready reports.

The system is yours to control

HIPAA, Medicaid, DOT built into design

From a few vans to multi-state operations

Workflows aligned to how you operate, not generic defaults

Read MoreNon-emergency medical transportation is Medicaid-covered (and increasingly plan-covered) transport to and from medical care for members who can't safely use personal or public transit dialysis, oncology, behavioral health, routine visits. It is a required Medicaid benefit (federal statute, CAA 2021 §209), delivered directly or through state-contracted brokers.
Off-the-shelf suits a standalone, single-state fleet with simple billing. Custom wins when your revenue depends on state-specific Medicaid rules, multiple broker formats, EHR-connected eligibility, or reconciliation a generic tool can't encode.
Yes, through ADT feeds and FHIR APIs, built against each EHR's specific implementation not an app-store plugin. Off-the-shelf dispatch tools don't reach the EHR; EHR-connected transport is a custom integration layer.
Verify eligibility and prior authorization before the trip, document it (GPS, timestamps, signature), assign the right HCPCS codes and modifiers, submit as an EDI 837P claim, reconcile the 835 remittance, and work denials. Codes and rules vary by state, and you often bill a broker rather than Medicaid directly.
No. The Cures Act EVV mandate covers personal care and home health only NEMT is excluded. Trip verification for NEMT is state- and broker-driven, for example New York's GPS breadcrumb mandate. Software should meet your state's and broker's rules, not a federal EVV requirement.
